They are a secret organization, led by a captain, who go out and assassinate or attack any enemy of the villiages. Except, these ninja are made up of missing-ninja, who want to be part of the villiage. It's similar to ANBU, but this is the only way a ninja can become part of the villiage again after leaving. Also, only the leader and the kages know about this group.
